There could be Chars who mastered the skills of Staff but want a single hilt.

We have a backhand hilt in a saber pack that's uploaded, why not use that?

Aye, there's already backhanded sabers. I used them myself for a time, before I swapped to Duals (as Rick.)
They might be under different names 'though, so you have to check all of the hilts.
